Property/Borrower Requirements -
Property or business must be located inside the city limits of Kansas City Kansas or borrower must be a resident of Kansas City Kansas

Criteria for the Types of Activities to be Financed

Private borrowers
Emphasis on acquisition/renovation of existing older buildings
Retention and/or expansion of existing businesses
Locally owned businesses (unless a significant number of jobs are being attracted to the area)
Manufacturing, distribution, commercial, retail and service industry classifications
Emphasis on small businesses

General uses include -

Acquisition of real property
Acquisition, construction or rehabilitation of commercial or industrial buildings
Purchase of capital equipment
Purchase of fixtures that are a part of the real property
Building faηade improvements
Energy conservation improvements

Emphasis placed on fixed asset financing

All loan-closing costs paid for by the borrower

Priority given to retention and expansion of Kansas City Kansas businesses

Origination fee – 1% of loan amount up to a maximum of $500.00 whichever is greater.

Loan recipients must certify that business assets financed will be located within the Kansas City Kansas area

Basic loan criteria is that one job must be created or retained for every $10,00 of loan proceeds used.

As a rule of thumb, RLF loans will have a leverage ratio of three private dollars of investment for each dollar of RLF participation.

The borrower may not relocate the business outside the city limits of Kansas City Kansas during the term of the loan. If the business is relocated, the loan is required to be paid off

Ineligible Businesses
Certain types of businesses are restricted from receiving RLF loans.

Loans may not be made which would encourage a monopoly or be inconsistent with the accepted standards of freely competitive enterprise.
Consumer and marketing cooperatives.
Businesses dealing in the creation, origination, expression or distribution of ideas, values, thoughts or opinions currently are not eligible.
Nonprofit organizations are ineligible to receive assistance except those qualified as sheltered workshops.
Pyramid sales distribution plans or schemes.
Automobile floor planning programs.
Academic schools are not eligible. Technical, secretarial, vocational and trade schools are. Nurseries, kindergartens and preschools are also eligible provided they are not primarily (50 percent or more of the time) engaged in teaching academic subjects
Any Cable TV system broadcasting live stations or selecting which programs are to be transmitted.
Concerns primarily engaged in lending or investment with the exception of pawnshops
Concerns involved in speculation of any type including real estate.
Gambling establishments.
Loans to applicants engaged in illegal activities or production, servicing or distribution of illegal products
Applicants currently incarcerated, on probation or on parole or who have criminal cases pending against them
Applicants whose probation or parole has been lifted solely because it is an impediment to obtaining a loan are not eligible.
Persons who have filed for bankruptcy in the last 10 years
